World IP Day | 26 April 2021
World IP Day special session was conducted by Dr. Abhay Jere and Dr. Mohit Gambhir on 26th of April 2021.
The eminent panelists discussed about the importance of
IP in the present times.

He is the driving force behind the Innovation Cell (Ministry of Education). He is also the man behind the India’s Smart HACKATHON. He was the man behind the ATAL Innovation Ranking Framework to help people to start their own StartUp. He was the man who conceptualized the Leadership Talk.

Why IP is important in Academia?
Dr. Elangoven discussed about how to enable a
culture of innovation across the country and processing the Research Innovative
activities in Higher Educational Institutions.
On 15th October 2020, a programme was initiated
to recognize innovation in Higher Educational Institutions.
National
Intellectual Property Literacy Week was celebrated from 15th – 23rd October 2020. The Kalam Program for IP
Literacy and Awareness Event is initiated by the Innovation cell of the
Ministry of Education to boost IP filing in the country by Higher Education
Institutions.
Why World IP Day is celebrated?
WIPO's two main objectives are (i) to promote
the protection of intellectual property worldwide; and (ii) to ensure
administrative cooperation among the intellectual property Unions established
by the treaties that WIPO administers.
26TH of April has been chosen by WIPO for celebrating this important day.
The WIPO Convention is the constituent instrument of the World Intellectual Property Organization. It was signed at Stockholm on July 14, 1967. It entered into force in 1970. It was amended in 1979. WIPO is an intergovernmental organization which in 1974 became one of the specialized agencies of the United Nations System.

Dr. Jere thanked the MIE Team and said that these are not his own achievements but are the collective achievements of the team. These people to name a few, have played some major roles.
As an Innovation Officer, he ensured the success of the majority
of their initiatives. He shared his happiness about the kind of impact they
could create and said that they would wish to achieve many more milestones and
ensure that innovation gets stabilized in the Education system.
It is a critical initiative because with a country with 40K+ HEIs, the patent filing is not more than 2K. This indicates that a large number of institutions (around 80-85%) have never filed an IP.
It is not such that great ideas only come to Americans or Chinese. The difference is that in America, if they have a good idea, there they have a vibrant ecosystem which helps the people to eventually convert their ideas into wealth.
But in India, majority of the HEIs, do not have a ecosystem. So, to spread awareness about IP filing, we need to have celebrations like World IP Day which inculcates amongst our youngsters that there can not be a better place than our Academic Institutions to take forward their Research activities.
Dr. Abhay Jere further explained that in our Academic institutions, we are told to do good research and to be good citizens.
We are told to be good in Academics. We focus on Saraswati.
A person who is pursuing Lakshmi is looked down upon. But Dr. Jere on behalf of the innovation cell gave the message that we can get knowledge and research an can create wealth thru startups and ventures.
The theme for the day on the celebration of "World IP Day" was that when we talk about IP and SMEs, so how can we create SME through IP?
For which he said that, specifically for India, the theme is critical. To emerge as a 5 Million Dollar economy and fulfill the goal given by Prime Minister Modi Ji.
Due to the corona pandemic, there has been a contradiction in this. Our long terms goals have changed. We have to strengthen the manufacturing system. We are talking about creating Job creators. The focus is on the youngsters who are willing to give jobs to 3-5 more people around them. So, as a result of which we can solve the economic crisis. It can be done if we have small and medium enterprises.
An Idea can be converted to an enterprise that can generate employment.
So, there is a Political Class, an Executive Class which is internally depending on new opportunities. At the same time, there are emerging technologies, like Robotics, 3D Printing, AI, ML.
Dr. Jere further said that people believe that a large number of new jobs are going to create because a huge number of large IP is going to generate. The jobs which looked lucrative 5 years back, would change now. This gives an advantage to India. We have a Demographic Dividend. We have to tell our youngsters to move out of the "Grades and Marks mindset" looking at problems which we can solve. Currently, youngsters are looking upon others to solve their problems. They are looking at government or organizations to solve their problems. Hardly a few youngsters would take upon their shoulders as their responsibility to solve their problem.
Dr. Jere very clearly explained that on one hand we have millions of youngsters and on the other hand, we have millions of problems which need to be solved and they do not require Rocket Science. Thus, the country can generate a huge IP.
Kapila Initiative:
Its aim was to go and highlight people, give training to faculties and students about various procedures. Also to give funding support to our educational institutes to support IP filing.
Their target is to generate 10K IP in the next academic year. Currently there are 2K IPs. So, they are looking forward to a 5x jump. A lot of factors are kept into consideration.
For every 2 IP file, they will reimburse the cost. So, 50% will be reimbursed. So, they expect institutes to do IP fiking in double digits.
He gave the contrast in the scenario and explained that China is filing 15 lakh patents whereas in India, there are not more than 4K patents. So, the message which he wanted to give the audience was that our best brains should not chase for jobs in MNCs rather they should create jobs.
So, Dr. Jere finished with his talk thanking all those people who work till late in the night to ensure that some of their programs reach on the ground.

Speaker's Bio:
A person whose priority is the development of innovation culture in the country. H has had a challenging experience of 20+ years and has worked with many companies. Dr. Gambhir has worked with organizations like CDAC and Microsoft and has developed many innovation models for them.
Dr. Gambhir thanked the team of MIC and congratulated them on the special day of World IP Day celebration. He discussed upon that how can we harness our capability.
He briefed us about the "Kapila" initiative which was started in the rememberance of Late Dr. A.P.J. Abdul Kalaam who always envisioned to make India great and always believed that we are moving forward and we can achieve Pinnacle.
Why IP is important in Academia?
During the lockdown, there was a lot of awareness being spread about the IPR. Talking about the IP, he specifically mentioned those people who were there at the birth of Google. So, he said all of us are aware that searching mechanisms were not so strong at that time. But today things have changed, innovations have taken place, newer technologies have developed and we are in the "Information Age".
In developing countries or specifically knowledge-based economies people have ideas, concepts and they go for research abroad. Today there is the flow of data and sharing of knowledge and thoughts is there. Universities and Institutions play an important role in the country. More and more people are crossing barriers. We are able to channelise our universities as power houses of knowledge.
He gave us the example of Prof. Amnon Shashua, CEO of autonomous vehicle technology firm "Mobileye". It is the highest ever rated firm out of Israel. It was acquired by Intel.
Amnon developed in the year 1999, the autonomous vehicle technology.
Similarly, in 2021, what we are doing research upon, that would make India a better place in the coming next 10-14 years.
He further gave us the example of Mr. Amar Bose (Electrical Engineer) , Mr. Frank Thompson and alod the company MathWorks. So, with these examples, he tried to explain that our academia and our research institutions must learn to understand their own importance.
He discussed a few of the important innovations that came from the University Research amongst which one was the "Internet". He said that when it was invented, everybody around said that who is going to use it. Over a period of time, when people joined hands together, it developed and today everyone uses it.
He further gave an example of the company "Socket", which was developed by 3 girls from Harvard. So, the idea behind was that in this world, there are still places where we have the Electricity problem. So, by playing Soccer which is a renowned sport, they generated energy out of that. So, if you play 30 minutes with football, you can get light out of that. So, such was the idea behind them thinking so.
Dr. Gambhir further asked the audience that when we are talking about IP then how many of us know about what to protect and when to protect. How many of us know why there is a need for Authorship and Inventorship while filing a paper.
We need to create a culture for innovation with sustainable development that is development without harming the needs of the future generations. Why it is to be done ? We need to work in an innovative manner so that revenue can be spread around the country and among couple of countries around the world.

Role of IP in Academia:
IP adds another mechanism for universities to disseminate the knowledge that they generate and to have that knowledge used in the economic sector.
Universities should be flexible enough. Students get more and more employment. It should be a collaborative effort.
In an Academic Institution,
Multimedia works, Print Publication, Thesis, Software, Films, Sound Recording, Computer Presentations.
These all come under the IP.
We need to know how to give due credit to the concerned person.
The speaker further discussed on “Food for thought” And “Thought for IP”.
The question is that are our institutions, faculty members, prepared about how to use IP?

An important challenge to deal with is a mindset change.
Role of IP Office: It needs to harness our Research Potential so that overall Capitalization can be taken care of.
